The State Government of Kerala functions through three main organs
known as the State Legislature, the State Executive and the State
Judiciary. Each organ has its own specific functions to perform.
The Kerala State Legislature is th elaw making body. Its members
are elected directly by the people. The members of the Kerala State
Legislative Assembly elect one of its members as its Speker and
another as Deputy Speaker. The State Speaker presides over the meetings
of the House and conducts its business. The State Deputy Speaker
performs the functions of the Speaker in his absence. The Kerala
State Council of Ministers is collectively responsible for the Kerala
State Legislative Assembly.
The Kerala State Executive comprises the State Governor, the State
Chief Minister and the State Council of Ministers. The Govrenor
of the State is appointed by the President of India. The State Governor
appoints the State Chief Minister. The other Kerala State Ministers
are appointed by the State Governor on the advice of the Chief Minister.
The Kerala State Chief Minister is the real Head of the Kerala State
Government.
The State Constitution provides services through an independent
and impartial Kerala State Judiciary System which exists as an entity
separate from the Kerala State Legislature and the Kerala State
Executive branches.
